Pre-check a Delaware LaborFirst Hours & Wage report file before you submit it.
This tool will help you identify problems in your failed upload. It checks your file against the same rules LaborFirst uses — formatting, SSNs, names, wages, hours, and more — and gives you a row-by-row list of what to fix.
.csv (Comma delimited) files. CSV UTF-8, CSV (Macintosh), and CSV (MS-DOS) exports are not accepted — re-save your file as "CSV (Comma delimited)" from your spreadsheet program if you're not sure which format you have.
Is your file a .csv (comma delimited) file?
Check the file extension. The file extension is a short group of letters at the end of a file name, like .csv or .xlsx. If you don't see it, look at the file in File Explorer — the "Type" column will say something like "Microsoft Excel Comma Separated Values File" for a .csv.

File format (only standard "CSV (Comma delimited)" files are accepted — non-.csv files, and CSV UTF-8, CSV (Macintosh), and CSV (MS-DOS) variants, are rejected before any other checks run), column order, required fields, header-row completeness (flags any missing required column), SSN format, name format, wage/hour/week ranges, adjustment codes, employer account number and year/quarter format, TPA preparer fields, duplicate SSNs within a quarter, and file-level issues like row length, mixed year/quarter, and file size — based on the Delaware DOL Quarterly Report File Specifications (v4.2.1) and the published TPA bulk filing and common-error guides. It also calls out any row with a non-blank Adjustment Code (UP1, UP3, DEL, ADD) as an amendment, flags two-letter first/last names as a known LaborFirst bug that will currently be rejected, and recognizes a genuine single-record zero-wage filing (SSN 777777777) so it doesn't get flagged like a normal row — while noting the file will only be accepted as a zero-wage report. Rules can change on the DOL side without notice to this tool — treat results as a helpful pre-check, not a guarantee of acceptance.
